Each drowning signifies the loss of a precious life and the profound anguish endured by families, while also leaving lasting emotional scars on the collective consciousness of our community. The repeated witnessing of such tragedies, coupled with the lack of effective intervention, fosters feelings of despair, eroding the emotional and mental resilience of our residents. The establishment and training of an Emergency Action Plan (EAP) empowers residents to implement proactive measures aimed at reducing the risk of drownings, such an initiative serves as a beacon of hope. It not only safeguards lives but also preserves the vitality and essence of Luquillo, ensuring the well-being and spirit of our community.

By strategically installing floating devices and Automated External Defibrillators (AEDs) along the coastline, the implementation of the EAP enhances our capacity to respond effectively to water-related emergencies in Luquillo. These critical measures bolster our preparedness and also significantly increase the chances of saving lives during a crisis.
